HYPER GO: Why bother with an unconference?

Hoorah. For the third time in three years there will be an unconference for those in and around local government in the West Midlands.

Called Hyper WM this half day event has grown from being a half germ of an idea to something a bit big a bit splendid and I’m proud to be involved with.

Staged at The Public in West Bromwich on Monday November 19 the event will give people the space to think a bit differently. Hats off to Sandwell Council’s chief executive Jan Britton and Liz O’nions for really picking up the ball and running with it and to Si Whitehouse who has played a big role this year.

It’s the biggest event yet there’s some tickets here if you’re quick.

But what’s the purpose of one of these things? Aren’t we all unconferenced out? Paul Coxon recently wrote a challenging and thoughtful piece that questioned the worth of unconferences. Paul has done some great work in local government and like anything half-decent if it’s a good idea it can stand a level of scrutiny. So here’s my own take on them.

What do I get out of them?

Simply, it’s a chance to connect, be challenged, think differently and learn. It’s a chance to see what is on the horizon and just over the hill. Do I learn something that I can put into place first thing Monday morning? Yes. But it’s often equips me for that thing that lands on my lap in six months time. Often it’s thanks to an unconference that I’ve knowing the basics and know the right person who can help. Like a glorified address book with ‘problem solving’ on the cover. Everything that I’ve done over the last three years with digital – direct or indirectly – has come from an unconference. How can I start to calculate that?

What would new people get out of them?

It’s a chance to take some time out of the office to learn and to think differently. Job titles are handed in at the door and there’s a chance to contribute to a discussion or even start a discussion with someone with something you have in common. The coffee break at a traditional event is often the most valuable time as it’s a chance to talk, ask questions and learn. A good unconference can be a whole lot of that.

What do sponsors get out of it?

A chance to test out ideas, horizon scan, see what ideas are developing and to attach a name to a room full of people who believe in doing something a bit innovative. There’s also the passing traffic of eyeballs to the website and to the event. But that’s almost a by-product.

Oh, no it’s not structured!

Rather like taking a dip in the deep end without water wings for the first time there’s a leap of faith involved. You may hate it. You’re more likely to like it. At the last Hyper WM there was the press officer who refused to come because he didn’t have an agenda. That misses the point.

Nine unconference pitfalls and ways to dodge them

Three years on from my first unconference and it’s clear that the model has evolved and has matured. There was an intake of breath at localgovcamp in Birmingham in 2012 when for a whole variety of reasons many veterans couldn’t make it. But others stepped up to the plate which was brilliant to see.

1. If the same faces turn up.

There’s no question that there’s a group of people who will turn up to unconferences. That’s fine. They’ll get the ball rolling and encourage and cajole. But the danger is there’s an imbalance of new people with fresh ideas. An imaginative use of the wait list can ration the right balance. Easy.

2. If the same faces pitch a session idea.

There’s also no question that the unconference pitching session where you stand in front of a room of people can be daunting. It encourages a certain type of people who don’t mind public displays of popularity. So how to fix it? Maybe it’s encouraging ideas before the event itself. Maybe it’s blank postcards and pens. And someone else reading them out. Easy.

3. If there’s no ideas

Like the actor who dreams of being on stage with no clothes surely deep down the unconference organiser dreads. Teeing up a couple of ideas and making the pitching less scary is a must. Especially from new people.

4. If there’s cliques

Open data people only talking to other open data people in open data sessions is a bit of a missed opportunity and a bit boring, frankly. The times when I’ve been to events I’ve made a deliberate policy of heading to an event where I’ve known absolutely nothing. In short, I’ve sat in the corner and said nothing. At one event I sat through a session on WordPress as a web platform. That’s not my day job. But I learned things that helped with the day job. If you’ve been before, find someone you’ve not met before and chat to them. Then repeat. You’ll learn things.

5. If the focus on problems not the shiny tech

I’d love to see sessions that floated a problem and looked for solutions that may or may not be about the tech. Coventry City Council Martin Reeves at the 10 by 10 WM event made a valuable point. At a recent session for chief executives social media wasn’t mentioned once, he said. Don’t be an evangelist. Bring a solution that may just have some tech as part of it.

6. If there’s measurement

Yes, but how do we measure the success? Maybe it’s coming back in six months time to see what people have learned and put into practice. Then working out what the cost of what that would have been if you’d bought it off the shelf. Good luck with calculating that.You’ll need a stack of numbers.

7. Yes, but aren’t we unconferenced out?

Not nearly close. If 150 people want to stage an event to talk museums and hold it in an unconference format that’s fine by me if those 150 get something out of it. The public sector is a broad church. With training budgets vanishing the unconference is a way of sharing knowledge. If a room full of public health people want to get together to crack something that’s fine by me. Or librarians.

8. It’s the brewcamps, stupid

For all I love big organised events it’s actually things like brewcamp – and teacamp in London – where I can see the most potential. What’s this? It’s a group of like minded people coming together to drink coffee, eat cake and learn things. At no cost. In a coffee shop. Splintering is the new black.

Crack those eight and you’ve a good chance of helping to create something vibrant and innovative. Best thing is you don’t have to be an organiser to play a big part.

9. It’s not a golden bullet 
Like marmite, some people will love unconferences. Some people won’t. They’re both right and that’s fine.

TIMELINE: 12 tips after three years of blogging… and some reflection

“Of course,” said John Lennon in passing, “the problem is we’re bigger than Jesus.”

Always put the most eye-catching quote in the first par of a feature is indeed a handy trick to know.

It reels the reader in and makes them want to read on. Same for pictures too. Get something arresting and witty.

Two things I’ve learned over three years as a blogger. There. Now they’re yours.

Only thing is, a Beatles quote and a picture of an exploding car doesn’t work when it’s a reflective piece. Unless, of course you use them as a device to get people reading and keep them reading by offering blogging tips in amongst the reflection.

Tip three:  Have a very understanding partner who doesn’t mind you hammering into a laptop when she’s watching the telly.

Tip four: Don’t worry that your first few are rubbish. It’s the law.

Now for some reflection. Three years ago I started to blog to add to the debate and conversation. There were many people I admired and respected and very few of my contemporaries are still at it. Many have moved on and are now turning their talents to other things. Realising this made me feel a bit lonely. Every blog has a lifespan. It made me think of what this blog’s timeline would be. We Love Local Government was a blog that was a cornerstone on the digital landscape. Speaking to the people behind it Glen Ocsko and Gareth Young a while back I felt a burning sense of kinship.

“Sometimes you really don’t want to write something,” one said “but you sort of have to because you’ve set yourself this deadline. Which is mad because it’s all self-imposed.”

Tip five: Write where you feel comfortable. In a chair. On the train. At the kitchen table. Vary it if it helps. But give yourself a weekly deadline.

One lapsed blogger Ingrid Koehler drifted through my timeline today. Ingrid used to work at the IdEA. It’s criminal that her talents have been lost to the public sector. She is responsible for some great work and much of it stands the test of time. Like her Connected Councillors guide, for example.

Ingrid used to collect case studies and blog them insanely early the morning. It was one of the many inspirations for comms2point0 a blog about comms and PR and an idea that Darren Caveney came up with that I sprinkled some hundreds and thousands on.

I spoke to another lapsed blogger today too. Sarah Lay is still passionate about what she does but has taken a conscious step back from writing.

We spoke of how the great mountain of work and case studies on digital innovation in local government has been produced in people’s spare time. In my corner of the allotment, it’s about public relations and communications.

We also spoke about how you can only go so far to embed good digital practice by out-of-hours work and unconferences. We’ve both thought at one time or another that they were the golden bullets.

We agreed that if local government is serious about mainstreaming change then the bright sparks doing the innovation need to be able to have room – and funding – to create and share the best practice sweets.

Tip six: It doesn’t matter what you write about is niche. It’s your niche and you’ll be amazed at how you’ll find fellow travellers.

On a lighter note, three years on and Hyper WM is going from strength to strength. A loose collection of local government people help run it. This time, Sandwell Council chief executive Jan Britton and officer Liz Onions have chipped in and former Birmingham City Council officer Si Whitehouse is taking a lead this year. It makes me feel quietly proud something that was quietly floated on this blog  following a Eureka conversation with Si Whitehouse has taken root with help, love, dedication and cake from a bunch of others. A handful of people read that blog post proposing it. But the good thing was that several of those that did wanted to come and wanted to help. That’s the beauty of a blog post. It circulates an idea cheaply.

Tips seven to ten: Write about things you are passionate about. Write one every week. Post what you write on Twitter and add the #weeklyblogclub hashtag for a ready made audience.

Since I started there are new bloggers in and around local government whose work I love. There’s comms officer Stuart Macintosh from Redcar & Cleveland Borough Council, Ross Wigham head of communications at Northumberland County Council, London social worker Ermintrude2, Carolyne Mitchell in Scottish local government and from the US Jim Garrow who is doing some brilliant stuff. Matt Murray in Brisbane Australia is doing some great stuff with photography. Kate Hughes does housing comms really well, Helen Reynolds of Monmouthshire County Council writes some cracking stuff in Shropshire Jon King  and Kate Bentham  are doing some brilliant things as is Phil Jewitt at Leeds City Council while the weeklyblogclub initiative skippered by Janet Davis is a constant source of good content.

Whatever the future holds for me I’m sure that it will be in part because of the work I’ve done and shared. I’m certain of that.

Tip eleven: Compfight is a brilliant tool to search for creative commons pictures for blogs (especially ones of people smiling which draw you in.)

Tip twelve: Don’t write too much. A few hundred words will do. That’s why I’m ending this post here.

SESSION LESSON: A DIY guide to running your own small Barcamp

There’s a great quote about learning not being compulsory, but neither is survival.

For the public sector learning and survival are vital in 2011.

No doubt, there’s a place for paid training.

But 2011 will be the year unconference as they expand in size and number.

What’s a barcamp? It’s bright like minded people coming together, booking a venue and running some sessions to exchange ideas.

UK Govcamp in London drew more than 170. It created an explosion of inspiring thinking on the day and after.

For this organisers Dave Briggs and Steph Gray need to be revered as heroes.
But that’s not enough for them. Oh, no. They’ve gone and created More Open. A fund to help start-up barcamps in other parts of the country. What a pair of dazzling gents.

Shropcamp is one of the first to benefit. Others will follow.

Last October I joined Si Whitehouse, Stuart Harrison, Andy Mabbett and Mike Rawlins to put on the comfortably laid back and low level Hyperlocal Govcamp West Midlands.

Around 70 people came on a Wednesday afternoon to Walsall College with tweets and reaching a potential audience through the #hyperwm hashtag we were surprised to learn of 56,000.

Now, I don’t for one minute suggest we’re now fully fledged event planners after one gig. Nor is what we did remotely in the same ballpark as UK Govcamp.

But that’s the point. It wasn’t trying to be. We just fancied doing something in our part of the world that we’d want to go to.

So, in the spirit of doing and sharing here are some things we learned. It feels like the right time to post this.

PLAN AN IDEA

1) Have an idea. Kick it around with some conspirators. If it stands up to the scrutiny of a couple of people you’re on a winner. Rope them in too. It’s good to share.

2) Think of a list of people you’d like to be there. Get their support for the idea. Now you’re on your way.

3) Check Dave Briggs’ 10 things to do for a barcamp. It’s indispensible.

START TALKING ABOUT IT

4) Think of a name for your event. Get yourself a Twitter account. Spread the word. Don’t wait until you have a venue or location. A name will do at first.

5) Get yourself a presence on the UK govcamps site that requires sign-up. There’s already a community of people there.

6) Get yourself a basic WordPress site to host a Google map with venue, parking and other locations.

7) Use your Twitter to flag up potential sessions and sponsors. Build momentum.

8.  Use your offline contacts to raise interest. Email. Talk. Cajole. Enthuse.

PLAN A VENUE

9) Get a venue within striking distance of a train station if you possibly can.

10) Use any contacts you may have to get it at cheap rate or free. Is there a public sector venue that fits the bill?

11) Rolling tea and coffee is a must. Catering is a cherry on top bonus, frankly. It’s 2011.

12) If it’s a public sector thing, think of a venue near a council building.

13) Having it away from the council itself is liberating. It helps people loosen up and makes it a slightly non-work thing.

PLAN SPONSORS

14) Briggs’ guide wisely suggests banging the drum with web companies. There may be some public sector cash knocking around too.

PLAN A DATE

15) There’s a debate on what works best. A Saturday? You may get people who can’t come along midweek. Midweek? You’ll make it part of the day job for less committed nine to fivers. There’s a role for both. Friday isn’t always great, apparently.

16) How about the length of it? All day or half day? How about a post event drink too? You may find people want to chat a bit afterwards.

PLAN TO GET PEOPLE TO COME

17) Use Eventbrite for tickets. Release them in batches to build up a sense of momentum. Give a build-up via Twitter to each release.

18) DM people to invite them to sign up. Don’t think that just because its posted on Twitter at 9am the world is all watching at 9am.

PLAN FOR ON THE DAY

19) Venues often have wifi on lockdown banning access to social media sites. Test what they may offer beforehand.

20) Bring lots of extension cables.

21) Bring sticky labels people can write names on.

22) Have one of your organising team always floating around to sort any problems.

23) Do something different. We invited people to bake a cake.

24) Have a couple of volunteers signing people in. Sounds obvious.

25) You’ll need someone like Andy Mabbett to compare. He’s loud. He has a big beard. He’s good at explaining.

AFTER THE EVENT

26) You’ll need to take the next day off. To recover, but also to capture the resources that have come out of it.

27) You may want to pay for a Tweetreach report to get a seven day snapshot of tweets with your hashtag. It’s handy to see the size of things. It’s also handy to pass on when you’re thanking sponsors.

28) You may want to capture some of the things that came out of the event too. Like Pelsall Common People blog that started in the wake of ours.

29) Have fun. Have fun. Have fun. It’s fun. A bit of work but mainly fun.

HYPER GO GO: John Peel and eight things to do after an unconference

John Peel once said Punk’s great lesson was that anyone could do it.

All you had to do was knock over a phone box, sell your motorbike and you had enough cash for a day in a studio and 500 7″ singles.

It’s those words that struck me after Hyperlocal Govcamp West Midlands in Walsall.

Run on a shoestring, powered by enthusiasm, favours and goodwill it saw 70 people from across the local government, hyperlocal blogging and open data communities come together in Walsall.

It should never have got off the ground. Once off the ground it should have crashed. Several times. That it stayed airborne should make all those who came proud.

At an unconference there can be a massive surge of ideas powered by conversation and debate. It’s a chance to think and be creative.

All that’s great but is that it?

What’s next?

In the few days after the event, a new hyperlocal Pelsall Common People was started by Jayne Howarth, Dave Musson at Solihull Council started to do cool things with Facebook and the organisation I work for Walsall Council started to trial Yammer. That’s a tiny tip of a large iceberg.

Here’s eight things to do after an unconference.

1. Sit down in a darkened room. If it’s been any good your head is filled with ace ideas and you’ll need a good lie down.

2. Blog. It’s one of the best ways to get your head around an idea. Besides. Everyone loves a sharer.

3. Don’t be despondent. If the unconference has been really good you’ll experience mild depression three days later. It’s the ambition – reality axis. Don’t worry. See 4.

4. Do a small thing. Take out a Flickr account. Go and set-up a Posterous blog. You don’t have to add content just yet but you’ve feel a whole lot better.

5. Catch up. Read the blogs and presentations from sessions you couldn’t get to.

6. Stage an unconference yourself. No, really. Do. Find a few like minded people and do it yourself. They’re very rewarding.

7. Think of the phrase Just Flipping Do It. Write it on your pump bag if you like. JFDI It’s a good motto for life.

8. Think of it as training and not a jolly out of the office. Although if they serve cake it should be a fun experience.

I’ve long thought an unconference works short term and long term. It’s the ideas you can do straight away and it’s the slow burning suggestions that strike you 12 months down the line.

Do people have to wait for permission or someone else to create a bargovcamp?

Of course not. You can run one too. It would be hugely cool if from Hyperlocal Govcamp people were inspired to do it themselves.

To continue flogging the Punk analogy, when The Sex Pistols first played Manchester half the audience went out and formed bands. We got Joy Division, New Order, and The Buzzcocks. That we got Simply Red too shouldn’t be held against it.

For my money, and stay with me here, Localgovcamp in Birmingham was a local government equivalent of the Sex Pistols gig because a slew of inspirational things, events and projects came out of it.

TWO TRIBES: What should the blogger – press officer relationship look like?

Jerry Springer built a TV career by making people in dysfunctional relationships sit down and talk to each other.

With burly minders flanking the stage Billie-Jo and her ex-lover Seth from an Arkansas trailer park would set-to in front of a studio audience.

Gripping stuff it was too, but you had this feeling nothing would change.

Two parties in a sometimes strained relationship came together at Hyperlocal Govcamp West Midlands in Walsall.

The session ‘What does a good blogger – press officer relationship look like?’ saw bloggers sit down with press officers.

For some, it was the first time they’d ever spoke to the other side.

Like a parish pump Relate, there were sometimes a few choice words. But unlike the warring couples on TV there was a growing appreciation of the points of view.

It’s a session that has been extensively covered.

Local government officer Simon Gray, who is not from communications, blogged brilliantly about the session here. When he said neither side appeared with full credit, he’s right.

He’s also dead right in calling on both sides to cut the other some slack.

Paul Bradshaw writing a guest post for Podnosh made some excellent points in how local government should make information easier to access.

Mike Rawlins, of Talk About Local, who also contributes to Pits N Pots in Stoke-on-Trent has written an excellent post from his perspective on this and dead badgers and does, as Simon suggests, cut some slack.

Twelve months ago I wrote a blog post on how the blogger – press office relationship was a source of conflict.

The 10 points I wrote then I still stand by. The full post is here. The edited highlights are boiled down to this

FIVE THINGS A PRESS OFFICE CAN DO:

  1. Treat them as journalists.
  2. Put them on press release mailing lists.
  3. Use blog comment boxes as a press officer.
  4. Accept not everything bloggers write is going to be favourable. Complain politely – and constructively – if things are wrong.
  5. Respect what bloggers do.

FIVE SUGGESTIONS FOR BLOGGERS:

  1. If you have courage of your conviction put your name to what you do you’ll find your voice getting heard far better.
  2. Don’t be afraid to check stories.
  3. Respect press officers. They have a job to do too.
  4. Be accurate. The same rules for newspapers apply to blogs.
  5. Buy a copy of McNae’s Essential Law For Journalists to save your life and potentially your house.

But listening to the both sides talk at the session, there’s also a few things a bright press officer can do.

1.  Create blog friendly content – A conventional press release is tailored for the print media. That’s not necessarily blog-friendly. A short film posted to YouTube or Vimeo is. A two minute film to explain with an interview the points made in the release would work.

2. Add pics as a matter of course – Even if it’s a stock pic. Mike Rawlins of Talk About Local made the point that there is a demand for images. They’re going to source a pic from Google images anyway. Why not provide a good one?

3. Judge when to respond – the excellent Michael Grimes of the Citizenship Foundation re-purposed the US military’s flowchart of engagement with bloggers. It’s good advice when to engage and when to ignore the internet troll.

4. Build relationships – In print media you know you’ll get a better story about countryside placing it with a reporter who is passionate about green issues. So why not do it online too?

5. Put talking to bloggers in black and white. Make it a policy decision. Here’s one from Wolverhampton Homes to show you how.

6. Learn about open data. It’s not a geek topic anymore. It’s come into the mainstream and bloggers are at the forefront. Local data advisor and hyperlocal blogger Will Perrin has pointed out that press officers will need excel skills. Why? Because you’ll need to interrogate data sets just as you’ll need to leaf through council minutes.

BAR CAMP: What’s this Hyperlocal Govcamp West Midlands?

Some of the best ideas are dreamt up in a pub or over tea and cake.

Many of those pearls just never get past the beermat scribble stage.

Once me and a mate had the idea for beeridea.com. This would have been a site to sanity test great pub ideas that may have emerged after pint number five.

It never got off the ground.

One wheeze that has got out of the pub is Hyperlocal Govcamp West Midlands.

Staged at Walsall College on October 6 the aim is to be a half day unconference for local government with added flavour.

It’s followed by an uncurry. And beer, naturally.

Who is behind it? some bright people from local government and hyperlocal blogging. Namely, Simon Whitehouse of Digital Birmingham, Stuart Harrison of Lichfield Council, Andy Mabbett of Birmingham City Council and Mike Rawlins of Talk About Local. And me.

What’s the added flavour?

Two things: first, hyperlocal bloggers. These are either an important emerging news platform or untrained citizen journalists playing fast and loose with the law. Depends who you talk to.

The second? The open data movement. Once dismissed as box bedroom anoraks they are now slowly making an impact. In time this will be massive, I’m convinced of this.

For me, in Autumn 2010 Local government people, hyperlocal bloggers and open data geeks are at three points of the same Venn diagram.

It doesn’t make any sense to stage an event that doesn’t incorporate those elements.

The trick, if we can achieve it, is getting the three elements to talk and understand more.

Why a half day? We thought it interesting to see if the unconference format could fit into the day job. Events on a Saturday have worked well in the past but they attract the deeply committed. Would a mid-week event expose the 9 to 5-ers to inspiring ideas?

What is an unconference? It’s an informal conference that allows the agenda to be chosen on the day. I’ve lost count of the number of people who look back at Localgovcamp in Birmingham in 2009 as being a major source of inspiration.

Why Walsall? We’re from the West Midlands and the thinking was it may be good to do something in one of the Black Country boroughs. It’s also a town that does some surprsingly good things online.

Why Walsall College? Because they’re very nice people and they’ve got a Star Trek-esque 100 meg broadband.

There’s four billion reasons why Flickr is brilliant.

Four billion? That’s the number of images uploaded to it over the past five years.

Best bit? You don’t have to be David Bailey to get something out of it. You could be Bill Bailey.

What is Flickr? It’s a photo sharing website. You join as an individual. You upload pictures. You can add them to groups. You can comment on pictures too.

There are tens of thousands of groups on a bewildering range of subjects. Football? Check. Walking? Buses? Cricket scoreboards?  Clouds? They all have dedicated groups. There’s even one for Gregg’s shop fronts, believe it or not.

There are also geographical Flickr groups based on areas like the Black Country, Walsall or London.

Why bother with Flickr? Because a picture says 1,000 words. Besides, it’s a brilliant way to capture, celebrate and collaborate.

It’s a cinderella social media platform without a Stephen Fry to champion it. But there is a growing and exciting number of uses for it.

So what are the barriers for people to use it?

Like any platform, there are obstacles. None are insummountable.

There’s the usual cultural issues for an organisation using web 2.0. People can talk to you. You can talk back. You may have blocking issues too.

There may also be concern over images. Surely there’s room for dodgy pictures? Actually, not really. The Flickr community is a hugely civilised place. Your first uploads get checked over before they are seen. People comment constructively.

Isn’t it just for good photographers? No. Amateurs thrive here. Snap away.

How about copyright? Copyright is with the photographer. Even if you’ve commissioned it. Don’t upload someone else’s shots without their permission.

Eleven uses of Flickr in local government

1. Be a dissemenator – Stock photography – Newcastle  use it as a way of allowing stock photography to be disseminated. With photographers’ permission. Like Calderdale Council’s countryside team.

2. Be a campaigner – Create a Flickr group for a campaignWillenhall, Aldridge and Darlaston  in Bloom, for example.

3. Be a way to open-up museums – Create a Flickr group for a museum exhibition. Look at Walsall Museums.

4. Be an enabler – Set-up a Flickr meet. It’s a brilliant way to connect and collaborate.  Here’s my blog on this event from  a council perspective and from a Flickr photographer’s perspective from the excellent Steph Jennings and also Lee Jordan.

Here’s some shots from the Walsall Council House Flickr meet (see left) which saw the Flickr group invited into the Council House.

5. Be a Flickr Twitterer – Link to pictures via Twitter. Pictures are always more popular than straight forward links. They brighten up your stream.

6. Be a marketeer – Use Flickr pics for marketing. Leaflets can be brightened up with Flickr shots – with permission.

7. Be a Flickr webbie – Use Flickr on the council website. Like BCCDIY or Lichfield District Council, Brighton & Hove Council or the Walsall Council header.

8. Be a civic pride builder – Create a Flickr group for an area, like Sandwell Council did.

9. Be a picture tart – Post council Flickr pictures to different groups. Shot of the town hall? Put it in the Town Hall Flickr group.

10. Be a stock photography user – the Creative Commons is a licence that allows the use of shots with certain conditions. There is a category that allows for not for profit use, for example.

11. Be a digital divide bridger favourite walks or a way to celebrate heritage is an excellent way to encourage people to log on.

There’s eleven. That’s for starters…
