WINTER COMMS part 1: Seven ways to communicate using video

If you don’t think that love is a little bit like gritting in icy weather then, boy, let me convince you. 

There’s a short 48-hour window every year when Valentines cards are hugely important. Then for the other 363 days a year they’re not all that.

For a handful of days a year the state of the roads, grit levels and snow are really important. But unlike Valentines Day those days don’t come pre-printed in your WH Smith desk calendar. You don’t know when the cold blast will come.

My gritting obsession

For three years, I was a local government Twitter account. Every tweet in. Every tweet out. I put back Christmas dinner by 10 minutes to tell people that we were going out gritting. The reason for this? Those handful of days people wanted to know if it was safe to go out.

There’s a lot riding on getting it right. Reputational damage. A switchboard in meltdown. Serious injury. Loss of life. Get it right and your follower numbers increase and people see what you are doing.

Why video is important

I’ve been banging a drum for video as a comms channel for three years now. More than 70 per cent of the UK population have a smartphone and almost three quarters are happy to watch videos of less than five minutes, Ofcom say. That’s your audience right there.

In the latest cold snap,#BestFromTheEast – or #BeastFaeTheEast if your are in Scotland – has shown public sector communicators going into overdrive to communicate.

Using humour and song a pre-prepared snow day announcement

Frimley Junior School in Surrey made this great video to announce a snow day. They’ve used a homage to an 1980s rapper to get their point across to parents. It shows humour and delivers the message.

Using a Facebook Live on icy roads

The Facebook Live platform is currently being encouraged by Facebook. Shoot one and you’ll reach more people. So, hats off Oldham Council for shooting this on what looks to be an ipad. An officer introduces himself and introduces the vehicle driver who is responsible for the gritting operation. As they negotiate the streets they talk about the myths and what they are doing.

Importantly for a Facebook Live is that there is a reason to keep watching. In training myself and my colleague Steven often talk about this as the ‘sword of Damocles.’ You want to keep watching for a specific reason. Here there are two. Will the WiFi cut out? Will it cut out before the exposed heights? Spoiler: they make it to the closed hill and see a Spanish truck stuck.

Using an animation to tell a story

The Met Office need to get a series of messages out with weather warnings. They’ve done this through a variety of means bu the animations have proved eye-catching and effective ways to reach people.

Using a GIF to make the text more interesting

The GIF is the 1990s technology that’s at home on the web. They are short animations that allow you to repurpose some footage. You can make your own or you can use a GIF library. Both Facebook and Twitter have libraries you can delve into.

Here Transport Scotland lists the prevention advice and then adds a GIF of a sliding car.

Using pre-shot footage to explain how grit works

During the time I spent in local government comms I tweeted the fact that grit was not fairy dust dozens of times. Same too for how grit works. This Kirklees Council clip with the backdrop of a salt barn shows a man in hi-vis talk through how things work. Shoot them in the autumn and have them to hand. Good tip.

Using realtime footage of work in progress

Fake news! I never saw the gritter! Well, here is video footage of the gritters in action. It doesn’t have to have a narrative arc. Just point, shoot and publish. And combat thosze trolls who say that you weren’t out.

Using hyperlapse video

North Yorkshire County Council had the bright idea of using footage from the cab of a gritter as it passed through the rural county. Shoot the footage on the hyperlapse app and you can look as though you are moving far faster.

 

6 pieces of content from #ourday I liked

A day a year local government shouts about what it does.

I raise my hat to everyone who took part in the day and created content.

Seven years ago, this was purely a Twitter thing when it started as #walsall24. Over the years the Local Government Association has got involved to support it.

But now that Twitter is the 4th most popular social platform should it just be Twitter? I’m not so sure. If it is true to its aim of reaching people to tell the story of what local government does it needs to find the best platform. Probably, this is an array of platforms.

An additional worry in a discussion on the Public Sector Facebook group is that people struggle to create the time to make #ourday really work. But anecdotally, this does work as internal comms. It also works to encourage service areas to share their stories.

Radio DJ Nick Grimshaw posting about council gritters on instagram

Nick Grimshaw has 1.3 million followers. He is from Oldham. The winner of their name-a-gritter competition was ‘Nick Grit-shaw’. So, as an Oldham boy made good he shared it with his followers attracting 30,000 likes.

Why is this good? This isn’t the council talking about what they do, it’s a Radio One DJ. That’s far cooler.

An interactive be-a-council-officer game

There used to be a cartoon strip called You Are the Ref where you were given a scenario and had to choose the correct outcome. Doncaster Council used Twitter to create a similar scenario only being faced with the challenge a council officer would face. It gave a taste of the difficulty council staff face.

Why is this good? It’s not saying ‘here’s what we do.’ It asks: ‘what would you do?’

A poem set to video

There are 1,200 services that local government does. It’s hard to cover them all. But a video of just over a minute covers much of the ground. Well done Bath & North East Somerset Council.

Why is this good? It uses video so autoplays in your timeline. It covers a range of things in a short space of time.

Hello doggy

The most popular Facebook update wasn’t a council service as such but a lost dog. Of course it was. It was never going to be an engineer filling in a pothole, was it? You can see it here.

Hello, regular people

One of the benefits of #ourday is putting faces to names and to be able to tell people what they do, as this Derbyshire Dales Council tweet shows.

Why is this good? Because it tells you who those familiar faces are and what they do.

A Periscope broadcast to explain a guided walk

South Cambridgeshire has many attractive places and guided walks encourage older people to step out. Here the council used Twitter’s live streaming app Periscope for a council worker to talk about what the scheme is.

A clip-on mic helps to improve the sound.

Why is this good? Because it is getting out of an office and experimenting with technology.

CAKE STOP: My most depressing moment in local government involved chocolate cake

“The thing is, Dan,” someone very senior once told me, “if we asked people what they want, they’d just say chocolate cake.”

So, the senior person described what he thought they’d like instead rather than asking people.

In many ups and downs it was the most depressing moment I had in eight years of local government.

I’ve always felt uneasy with this ‘we know best’ concept of public service for people.

Earlier this month I saw something different that has hardwired putting people at the heart of things.

I was in London and could make a meet-up – or teacamp – for local government people. The meet-up was tremendous. A room in a pub. Some tea and coffee and some shared learning. It reminded me of brewcamp meet-ups in the West Midlands. Hats off to the excellent Natalie Taylor of the GLA for organising.

What was hugely good was a quick exercise that spelt out what ‘agile’ looked like. It’s a process I’ve leard lots about but never really come into close contact with. In short, this is looking at a service you want to change in the organisation and going through step-by-step.

But at each step, looking at what will benefit the service user… the real person public sector people are trying to help.

It was hugely refreshing to focus on the user not the organisation. Not to say a little difficult.

There is nothing new about this process. It has been used for years and has been a mantra for places like GDS. But seeing it at close hand it’s clear there is a lesson there for communications people.

The question for communicators is not about chocolate cake…. it’s ‘does what you are communicating help real people?’

SHOW, TELL: Great ideas are likely to die if they’re not well communicated

The earlier you involve your comms team in a new project the more chance it has of being a success.

There’s some stats behind this, too.

If comms are involved in the early planning stage its an 82 per cent chance of success.

If they are involved after the scheme has been approved its 68 per cent.

If comms are called in just before launch its 40 per cent.

If its after launch its 26 per cent.

If its not at all its 15 per cent.

These statistics emerged from a survey from the #commsforchange event I was involved with a while back in the early days of comms2point0. It’s a figure In keep referring back to.

It was a figure that came into my head when I saw the stream from localgovcamp in Bristol last weekend. Loads of great ideas were being kicked around by bright people in local government. Yet, there was very little talk of who to communicate with. That’s not a criticism of the event or the ideas. Far from it. It’s an event that’s very dear to my heart and has shaped what I do today.

But something nagged at me. The landscape is littered with great ideas badly communicated.

And if you want the idea to succeed you need to tell the right people at the right time in the right way.

THEIR DAY: 14 ideas to reboot your Twitter day

In the near future planning for #ourday will swing into view… a day when local government posts what it does in realtime across 24-hours.

It’s an event that is close to my heart. It is modelled in part on #walsall24 a day which I was involved with six years ago.
As an experiment, at the council I was at we posted updates to Twitter from the mundane to the significant. The aim was to create a wall of noise and in doing so told the bigger picture of what local government does.
I still remember the feeling of unique stress and, frankly, loneliness when I opened the office and fired up the PC to send the first tweet. Would this work?
Bright sparks at the Local Government Association have since picked-up the ball and run with it since to turn it into a national initiative.
Six years is a long time. I got to thinking that it is maybe time it had a bit of a re-boot. This should be much more than Twitter. It should be more than council staff talking to each other although I do recognise a real benefit to this.

What should a day of online activity look like?

It needs to tell day-to-day stories… think of how best to do this.
It needs to focus on real people.
It needs real people telling their own stories.
It needs to have people who use the service and live, work and play in your area.
It needs some employees but only if they are named.
It doesn’t need offices. Go outside the ivory tower to see what people do.
It doesn’t need to Twitter, either. It is the fifth largest UK social media channel. Use other channels. Go off-line too.
But don’t just make noise set a few targets too. Sign-up for a library. Pledge to use a park. Pledge to exercise. Whatever.

Here are 14 ideas to make it more interesting

1. A Facebook Live Q&A on the local newspaper’s Facebook page with a behind-the-scenes tour of the museum stores. There is a trove of fascinating items. It would be great to hear someone talk about them. Give people a chance to see and put stories to their heritage.
2. Video clips of real people talking about the job they do for the organisation while out actually doing it.
3. Live tweeting shadowing the contact centre posting a snap shot of the calls they recieve.
4. Get people to sign-up to something. Join a library. Make the process easy to do online. Make a target. A hundred. Five hundred. Whatever.
5. Create a Facebook quiz to ask how much people know about what their council does. Do that here.
6. Use Twitter’s Periscope app to live broadcast a Q&A with the Leader of the Council on the budget. What should they do less of? And more of?
7. Plug into an existing campaign and create some content. You need more foster carers? Live tweet what a carer does for an hour or two.
8. Celebrate your area. Encourage people to post pictures on a hashtag that celebrates their area. Instagramers may warm to this. The best pic gets hosted on the homepage. Or as part of the website’s banner image.
9. Talk to people at a library event. What brings them to this book club? What book do they recommend?
10. Go behind the obvious and get others to join in. What goes on in school during an average day? There’s a breakfast club? No way? How does that work? Schools are getting better at posting their own content. Invite them to play.
11. You have a niche job? You look after the borough’s trees? Tell us about that. Give us a tour of what to look out for. Shadow the officer if needs be.
12. Adult social care is a growing issue? What do service users look like? Heck, he looks like my Dad. He even talks like him too. Can he talk about growing up in the area? And what help he gets from the council?
13. Aggregate your content in the one place. Pull a page together where people can follow all your stuff.
14. Make it live after the day. Two thirds of Facebook live views come after the event. Can you capture and share it in a storify? A pdf? An email?
Look for the real people and create some content there. Move #ourday on a notch. You work in an amazing sector so go and share some of the amazing stuff.

LIVE COMMS: 35 things you can use live video for

More than a fifth of Facebook users have used the new live feature and the numbers are growing.

Back in 1952, the BBC used every camera at their disposal to cover the Coronation of Queen Elizabeth II. Today, it would take one person with a smartphone to start a basic coverage of the occasion.

For the last two years, I’ve helped deliver video skills for comms training. Just lately, we’ve also offered skills and advice on how to use live social media broadcasts. It’s been fascinating to think how this can be used.

GO LIVE: Tips on shooting live video on election night

Yes, you will have to think about live video on election night

Yet again, the most important night of the year for local government comms is almost upon us… election night.

Get it wrong and the whole world sees.

Get it right you can breathe a deep sigh of relief and the politicians will be impressed.

It’s also a night where you can push the boat out a little and try new things. Facebook made its debut in 2009 as an upstart. Now results on social media is expected. Lately, there’s been experiments with whatsapp and other channels.

If you want to experiment with a channel this is the night to do it.

What you need to know about live video

Live streaming has taken a massive leap forward in recent months. A fifth of Facebook users have used Facebook Live. An audience of 102,000 watched the  multi-faith vigil in Manchester in the wake of the city’s bomb attack. More than 200,000 watched while bomb disposal experts worked to explode a 500 lb Second World War bomb. Another 9,000 watched the Birmingham City Council Leader talk about budget proposals. All of those are local government issues.

Anyone can broadcast live. All you need is the Periscope app for Twitter or a Facebook account, a smartphone or a PC with a webcam. This could be a journalist, a political campaigner or a council media officer.

If you’re NOT thinking of live video… others are

One time, a broadcast journalist turned up at the count I was working at as a comms officer. He demanded to take pictures for his website too. Blindsided, the Returning Officer refused and a heated row took place. The journalist was within their rights to ask. The Returning Officer was entitled to point the individual to the spot where he could take the pictures.

The incident taught me that forward planning on election night can be invaluable.

You may not be planning on using a live video. Bet your bottom dollar a journalist will be. Only they’ll turn up on the night and want to start filming.

Here’s what they’ll want to know:

  • Where will they be allowed to film?
  • Is there a WiFi signal?
  • What are the acoustics like?

So, forward plan. Do this ahead of time not on the night. You’ll talking to journalists for accreditation. Talk to the elections team. Check out the venue. Have the answers to the questions. Invite journalists to arrange a test broadcast ahead of time to check a few things out.

If you are thinking of live video…. Plan ahead

We’ve started to offer Live Video skills training with Steven Davies and Sophie Edwards and its got me thinking about how local government can use it.

Don’t make election night the first time you use a live broadcast. Try it out at something vanilla. A library author visit. A guided walk around a beauty spot.

Pick which channel you’ll use. Where are your audience? If you have a massive Twitter following and only a handful on Facebook think about the channel. How can you best reach people?

Get the tech right. You’ll need at least one fully charged smartphone that’s logged into your channel of choice. You’ll need to rely on robust WiFi and I’d be tempted to take your own. A phone hotspot or a MiFi can do the job. Don’t trust the venue WiFi. The world and their dog will be trying to get on it. Take a power bank too just to be on the safe side.

Talk to elections. Where can you physically stand to broadcast yourself? At the back of an echoey hall? Or at the front next to people shouting? Negotiate a place where the sound quality works.

Test it out. Take your phone and your WiFi hotspot and try it out a few days beforehand. Does it work? Is there a data blackspot which kills phone signals? You can broadcast live to yourself. Set the audience you want to reach before you go live.

Sound will make or break it. Poor sound and people will be confused and irritated. Sound is even more important than pictures. See if there’s a place you can sand that can be the best it can be. Next to a speaker? Can you use an audio jack from the venue sound system?

Have someone covering your back. As this politician found out to their cost, an organised group of trolls who each complained there was no sound scuppered a Periscope broadcast. Have someone trusted watching to give you the thumbs up. Or let you know if your thumb is over the lense.

Be clear on what you’ll do and won’t do. If you go for it, brilliant. But set out ahead of time what you’ll do and won’t do. Yes, you’ll live broadcast the result and acceptance speeches. No, you won’t be doing one-to-one interviews with candidates who can use the platform to take down / praise the Government. Set this out ahead of time. In writing. Plan for this.

One long broadcast or individual ones? At a General Election its straight forward. There’s often just the one result. But local elections are more complicated.  Me? I’d be interested in the ward where I live. Other wards? Less so. Multiple clips would work for me. What do your residents think?

Tell people you are going live. One tip from Facebook and Twitter is to tell people and big-up the broadcast. Tricky in an election when there’s a third recount. But see if you can give a broad estimated window. Check our Facebook from 2am onwards is fine.

Think safety and security. The BBC have guidelines for live broadcasts which takes account the safety of its staff and security. Here, may you face the risk of an uninvited person going on an unscheduled tirade at your camera? It’s possible. Would having a colleague with you as you film help? Be prepared to stop the broadcast if you are cornered.

Live lives after you’ve been live. Once you’ve finished, promote the heck out of it in the morning to catch those people not awake. The audience after the event is often bigger than watching it live.

Live is going to be an important part of how election results are communicated. The technology is there. The audience too. It’s worth learning the lessons early.

FILTERED AIR: The social media bubble and one step to begin to combat it

The issue of social media bubbles has become a bubble of its own just lately.

Post-Trump, post-Brexit and post-truth the issue is this. People build their own bubble from people of a smilar view.

Driving home today listening to Radio 4 I came upon a rather excellent programme Bursting the Social Media Bubble. The iplayer link is here. It’s worth a listen.

Euan Semple has in the past written about there being volume control on the mob. I get that. Nobody wants to see some of the vile abuse you don’t have to go far to see. But what about reasonable people who have a contrary view? They’re not the mob. So, what about them?

Just recently the excellent Alan Oram from Alive With Ideas spoke about the need to have some naysayers in the mix. Why? Because if everything is excellent and amazing you are not getting the bit of challenge you sometimes need.

Besides, without a contrary voice we’re not exercising critical thinking and testing out what we think.

As BBC presenter Bobby Friction says:

“Social media is no longer a simple medium where we just chat and wish each other a happy birthday. It IS now the media. We need to start looking at our own social media bubble because we do have some control.”

Looking at Facebook side-byside

The Wall Street Journal’s Blue Feed Red Feed tackles the issue of rival bubbles by displaying the same subjects side-by-side. It shows Facebook posts about limited key words. Although US, as an exercise it’s fascinating. But does it tackle the issue? Not really.

A danger to you as a comms person as a filter bubble

Across the UK, the population feels as though it has never been more fractured or diverse. My Dad has a Facebook account and never uses it. He’ll watch the Six O’Clock news religiously. My niece gets her news from Facebook. My daughter watches BBC Newsround at school. How we consume the media is diverse.

A risk of a filter bubble is that you think the UK is made-up of likeminded people who all check their smartphones within five minutes of waking up. Newsflash: it isn’t.

But I also think that the forward thinking comms person needs to think about how to enter social media bubbles too. The Facebook group that carps about the council. The community page that is suspicious of the police.  We need to be there too.

 

You can start with your Facebook algorithm

You can start with your own Facebook timeline.

You may have 300 friends. You are only seeing a skim of things from people you’ve regularly interacted with before. You don’t interact with those people? You won’t see them.

So, to widen out the views you are hearing from your friends there’s a tip.

Go to the Facebook home page.

 

Go to the News Feed in the top left hand corner and click. You’ll get a two-option text box.

Select: Most recent rather than top stories.

#OURDAY: One day a year like this to see you right

It’s the annual local government Twitter event today and it got me thinking.

Five years ago I was part of a team at the first local authority to tweet what they were doing across 24-hours.

We won an award for it. But it wasn’t until 10 minutes before the 7am start time that I really thought it would work when I posted a tweet from the corporate account to say that environmental health officers were investigating a noisey cockerel on a deprived housing estate.

In following years the LGA picked up on it as a model and have run sector-wide events.

I’ve had high hopes for the model to help tell the day-to-day story of all the 1,200 activities that local government does. I’m not at all sure that it has managed to do everything it can. It’s not collectively banged a call-to-action drum for social care, for example. Or for people to join libraries or some other service task.

As Twitter slips from third to 5th most popular social media platform maybe the time is right to expand it in future to other platforms. However that may look. Evolve, adapt, learn, iterate.

But maybe that’s not the point. Maybe its enough purely a chance for local government people to be bold, stand tall, be proud of what they do and celebrate all the day-to-day things that build a bigger picture.

If for one day a year local government people can be proud of themselves and each other then that’s no bad thing. If you’ve taken part, well done. If you’ve persuaded someone else to too, even bigger well done.

Or ‘One day like this a year will see me right,’ as Elbow singer Guy Garvey once sang.

BE LEGAL: A guide to surviving tricky elected members in three minutes and three hours

It can be truly great working with politicians. It can also be tricky. You can be pressured to help one side or the other. But if you do you’ll be in the cross-hairs of rival politicians. Here’s a simple guide to avoid pitfalls. Not just during Purdah but all year round.

Here’s a scenario for you. You pick up the phone to an important politician who is up for election.

They’re asking about that picture you took of them at the launch of the new play equipment.

Can you just send it across?

You’ve got a sneaking suspicion that the image will go into her campaign leaflet. So you ask what the picture will be used for.

Of course, if it is for a leaflet you don’t send it. It was taken using public resources so shouldn’t be used for political campaigning. But how do you say ‘no’ constructively?

Take it from me, unless you have chapter and verse in front of you that conversation is going to be a little bit tricky. At best, you are going to look a bit evasive and unhelpful. At worst, you are going to look uninformed and when the politician complains you may have more pressure put on you to do the wrong thing.

Of course, in an ideal world, every elected member knows what they can and can’t expect you do and wouldn’t dream of leaning on you to bend the rules. But, of course, we aren’t in an ideal world.

In my experience, every authority has at least one elected member who will try and push the rules. Especially with junior members of staff. And every authority has at least one elected member who will spot what you’ve done and attempt to nail you to the floor. Comms teams can often be accused of being ‘political mouthpieces.’ Mainly by people who don’t understand the role they do. My advice is don’t let them. But to do that successfully you’ll need to know very, very clearly what you can and can’t do.

It’s not just councils, either. This covers partners, police, national parks and very often fire services too.

Why three minutes and three hours?

It’ll take you three minutes to read this post. It’ll then take you three hours to do the groundwork you’ll need to do. Put it off until the merde hits the fan and it could be too late. Do you and your team a favour and put the work in ahead of time. It’ll be one of the best things you ever do.

What do you need to do? You need to read through several key documents. You need to cut and paste the passages that govern what you can and can’t do for elected members. Don’t paraphrase. It’s far more effective to read back the page, paragraph and chapter and verse. Make sure all your team know it, have a copy and have access to it.

Read your media protocols

Every communications unit needs a media and publicity protocols document. This sets out what you’ll do for elected members. It also sets out when and where the team get involved. Normally, this will be agreed between you, the chief executive and Leader. It can change and be updated two or three times a year. It’s an important document but not the best one in your armoury.

The Council DCLG Code

The Department for Communities and Local Government has issued eight pages of guidance on what councils should and shouldn’t do. In England, the guidance from 2011 can be found right here. You may want to cite one of the key principles of the guidance that it is even-handed, for example. For Scotland and Wales the guidance dates back amazingly to 1988. You can find it here.

If you work in a local government comms team you should know your guidance backwards. It’ll also give you some good ground rules on what you can and can’t do.

Your authority’s constitution

It’s a funny thing but your constitution has a power over politicians that is practically unmatched. Your protocols they can debate. The DCLG code they can decide to defy. The constitution? That’s a whole different thing. It’s the day-to-day rules they are governed by. You’ll find things in there about publicity, sure. You’ll also find things about the staff – elected member relationship and probably some safeguards against undue pressure too.

Professional codes of conduct

Back when I was looking through my council’s constitution there was explicit reference to professional codes. For comms people this can provide two helpful routes. Firstly, the National Union of Journalists. Their code applies to comms people just as much as reporters as they have comms members. The line: ‘Strives to ensure that information disseminated is honestly conveyed, accurate and fair,’ is a particular favourite.

Secondly, you can also draw on the Chartered Institute of Public Relations code of conduct too.

Purdah guidance

The LGA have written some excellent Purdah guidance for 2016 which you can see here. We’ve also blogged some guidance on Purdah and social media and you can read that here. If you are central government, look out for Cabinet Office guidance that will be published ahead of elections.

What next?

In short, there’s some legwork involved here. Yes, I know you are busy. But this could save your skin in the long run.

Once you’ve pulled things together, publish it on your web pages and make it public. Let the leaders of each group know the contents on the internal guidance too so they can’t pretend to be in the dark.
